A curtain drain is a line of defense. It sits uphill of the structure and cuts off subsurface flow that would otherwise collect at the foundation.
Uphill neighbors, sloped lots, and clay that perches water all send moisture toward a house. Collecting it at the wall is late. Intercepting it on the way is the point of a curtain drain — and it still needs a designed discharge.
